I have a question about CS.

I go through the process of tagging and article for rewrite and then when I hit export, or save as .txt, or .zip or any of those I get a bunch of garbled characters as follows....

Wow... that looks weird. Is like when you open with a text viewer a file that is not text (like a .zip, .jpg, etc). Are you sure you unzip the articles.zip you get after export before open it in a text viewer? During export, you get a zip file that contains one or more text files. You must first unzip those txt files, before open in a viewer.
